Leo Mewing

Director and Founder

Leo is an experienced town planner who has extensive experience interacting with and influencing the built environment. His standing in the industry reflects a portfolio of projects demonstrating high-quality outcomes in Australia and the UK.

Leo’s key areas of expertise and interest are in preparing and managing development applications and in strategic land use planning, in both urban and rural settings. Leo is also a current expert witness in the Planning and Environment Court. His experience in all facets of the profession allows him to provide insightful contributions to all projects.

Leo has had a lead role in the preparation of various planning schemes, local plans and strategic planning documents for local government throughout Queensland. Leo has also worked on many major development projects throughout Brisbane and South-East Queensland, including recent project experience extending to mixed-use, commercial, retail, entertainment, urban infill residential, greenfield residential, industrial and community developments.


Frances Cassaniti

Associate Director

Frances has professional expertise across a wide range of planning work, including development projects, strategic planning, due diligence advice and court appeals. Through her experience, Frances is acutely attuned to the operation of the development assessment system in Queensland, and has broad experience across community, residential, commercial, industrial and mixed use development projects. Frances is passionate about creating high quality and efficient planning outcomes, and will leave no stone unturned in delivering for her clients.


Felicity Cox

Senior Town Planner

Felicity has nine years of experience in private consultancy and local government, with planning experience obtained both in Queensland and internationally. During this time, she has accumulated a broad spectrum of experience in a range of strategic land use planning and development projects and is focussed on providing pragmatic and considered advice and delivering balanced and high-quality planning outcomes within the built and natural environment.


Natasha Gouriev

Town Planner

Natasha has experience across numerous aspects of urban planning and its associated approval framework. She has worked on a number of unique projects within the renewable energy, industrial, character residential and commercial sector. Natasha also has a design skillset in Building Design, Landscaping and Drafting (Adobe Revit).


Téa Tsang

Town Planner

Téa is a graduate Town Planner with experience in both the private and public sectors. Through her experience she has a background in development assessment and urban design. She has an interest and skills in relevant software including InDesign and GIS. Téa is involved in a mix of residential, mixed-use and master-planning projects.


Lia Drivas

Student Planner

Lia has been with Mewing Planning Consultants since 2019.


Sally Mewing

Finance & Administration

Sally is a qualified Chartered Accountant with over 15 years’ experience across public practice and medium to large-scale corporate organisations, both in Australia and the UK.
