Leo is a highly experienced town planner with a proven track record of interacting with and influencing the built environment. His standing in the industry reflects a broad portfolio of projects demonstrating high-quality outcomes in Australia and abroad. Leo’s key areas of expertise and interest are in preparing and managing development applications and in strategic land use planning, in both urban and rural settings. He also acts as an expert witness in the Planning and Environment Court. His experience across all facets of the profession enables him to provide highly valuable contributions to all projects. Leo has had a lead role in the preparation of various planning schemes, local plans and strategic planning documents for Local Government throughout Queensland, and actively works on a broad range of significant development projects throughout South-East Queensland.

Frances Cassaniti
Associate Director
Frances is highly experienced across a wide range of planning matters, including development projects, strategic planning, due diligence advice and court appeals. She is acutely attuned to the operation of the development assessment system in Queensland, and is active across community, residential, commercial, industrial and mixed use development projects.

Nicole Boulton
Principal Planner
Nicole has over twenty years’ experience in the planning and development sector within both private and Government entities. She is a skilled town planning and project management practitioner with extensive experience seeking approvals for projects in infrastructure, residential, commercial, heritage, industrial, education, aged care, food production and rural sectors. Nicole volunteers her time as Chair of the Planning Institute of Australia’s Queensland Division Committee and Professional Development Committee.

Jared Stewart
Principal Planner
Jared provides high quality development advisory services, with skills in due diligence advice and planning risk evaluation, formulating application strategies and the management and delivery of development approvals of varying degrees of complexity. He is a commercially minded town planner and works on a diverse range of development outcomes including townhouses, apartments, land subdivisions, commercial and industrial projects and infrastructure designations.

Natasha Gouriev
Principal Planner
Natasha has been involved with numerous aspects of urban planning and the associated approval framework, including on a number of unique projects within the renewable energy, industrial, character residential and commercial sectors. Her experience includes the preparation and management of complex development applications and obtaining development approvals from government authorities across Queensland.

Ben Thomas
Senior Town Planner
Ben brings to Mewing Planning Consultants expertise from roles within Brisbane City Council and the Queensland Government, providing him with valuable insights to assist project strategy and outcomes. He possesses a strong knowledge of planning principles and legislative processes within a statutory and strategic context, and has extensive experience case managing and exercising delegated authority for complex development applications for a wide variety of application types.

Lucy O’Malley
Senior Town Planner
Lucy has several years of private sector experience and a strong, adaptive skillset developed across projects in Queensland, NSW, and the ACT. Her expertise spans both strategic and statutory planning, with recent work focused on precinct planning, community facilities and healthcare, energy, and sustainability. Lucy has experience navigating complex application pathways including environmental authorities and environmentally relevant activities applications, Ministerial Infrastructure Designations and Preliminary Approvals including variation requests. Beyond her project work, Lucy is a highly engaged industry professional. She has held several roles within the Planning Institute of Australia, most recently serving as Convenor of the Queensland Young Planners Committee, where she led the delivery of the inaugural and highly successful NextGen Planner Summit.

Isabella Foreman
Town Planner
Isabella has experience in both private and public sectors. She possesses detailed knowledge of planning principles and processes within a strategic context, and has managed development assessment processes for a variety of projects across Queensland including residential, commercial, industrial, aged care, education, heritage and major electricity infrastructure.
